Agriculture Secretary Samuel
E. Hayes Jr. this week said that the
1999-2000 state budget signed in
to law by Gov. Tom Ridge and
passed by members of the General
Assembly “provides a solid
foundation for Pennsylvania agri
culture
“From making sub
stantial investments that
preserve our precious
farmland to providing
additional food assis
tance funding for the
needy, this new budget
says that agriculture is
essential to the future of
Pennsylvania,” Hayes
said.
A major component
of the new $19.1 billion
budget is $43 million ot
accelerate the purchase
of easements under
Pennsylvania’s Farm
land Preservation Pro
gram, administered by
the Agriculture Depart
ment
“This funding will
nearly double our farm
land-preservation effort
by helping to address a
growing backlog of
prime farms and protect
them from the threat of
sprawl,” said Hayes,
who noted that Pennsyl
vania currently is pre
serving farmland at a
faster rate than any state
in the nation.
The budget also in
cludes funding for Gov.
Ridge’s “Growing
Greener” initiative,
which requires imple
menting legislation now
being considered.
“Growing Greener”
would dramatically re
structure $1.3 billion in
environmental funding
over the next five years,
redirecting money to
priority programs such
as protecting water
sheds, preserving open
space, investing in
parks and environment
al recreation, reclaim
ing abandoned mines
and wells, and reorient
ing other programs to
encourage sound land
use practices and to dis
courage sprawl.
Other key agriculture
components in the new
budget are:
• $14.46 million for
the State Food Purchase
Program, for counties to
purchase and distribute
food to needy Pennsyl
vanians;
• $4.1 million to help
county fairs and
$446,000 to help the
4-H, FFA and agricul
tural expositions, such
as the All-American
Dairy Show and the
Keystone International
Livestock Exposition;
• $3.75 million for
the Animal Health
Commission. The Com
mission coordinates
funding for animal
health and diagnostic
activities;
• $3.28 million to
continue the Nutrient
Management Fund,
which helps farmers to
maintain environment
ally sound operations;
• An additional $1
million for the Agricul-
