The Susquehanna River Basin Commission (SRBC) this week updated its monitoring of drought conditions in the Basin, also increasing the level of concern and calls for water conservation over a broader areas. Last week, during a meeting of the SRBC in Aberdeen, Md., the federal-state compact agency issued a drought advisoiy for the entire Susquehanna River Basin. This week, Paul Swartz, SRBC executive director, issued additio naal drought declarations for most of the New York portion of the basin and endorsed the drought declarations already issued by the states of Maryland and Pennsylvania. As many already know, most headwater and tributary streams feeding the Susquehan na River arc running extremely low, and in many cases upper stretches of tributary streams have actually dropped below surface levels, or have been reduced to a series of unconnected shallow pools. If rainfall is not adequate for recharging aquifers prior to the expected annual ground freezing, many communities could be facing more serious water shortages in late winter, until a ground thaw and rainfall or melting snow can recharge the aquifers. Last week the SRBC called for a drought advisory for the entire Susquehanna River Basin to alert the public of developing drought conditions The commission urged the general public as well as water suppliers to voluntarily con serve water, particularly indoor uses. The commissioners also authorized SRBC Executive Director Paul Swartz to make sub sequent drought declarations, if drought con ditions persist. In a news release this week, Swartz issued updated declarations, and said that stream flows in many parts of the basin are approach ing record low flows for December. “We are seeing serious problems, especial ly in the West Branch region, which covers Pennsylvania counties such as Clearfield, Clinton, Centre, and Lycoming,” Swartz said in the news release. “Fishing Creek at Bloomsburg, Columbia County, Pa., has already reached its record low flow for December. “It’s important to note that low flows would be even lower downstream of the Ray stown (Pa.) and Whitney Point (N.Y.) Army Corps of Engineers reservoirs had it not been for die Corps making its seasonal draw-down releases at those reservoirs.” As a result of current conditions, Swartz said that four counties in the Maryland por tion of the basin arc under a drought warning. In Pennsylvania, 10 counties are under a drought emergency, and 33 are under a drought warning. The SRBC’s delcaration for the New York portion of the basin involves a drought warn ing for Delaware County, and drought watch es for eight counties Broome, Chemung, Chenango, Cortland, Madison, Otsego, Steuben and Tioga. Under a drought warning, the public is urged to volutariiy reduce water usage by 10 to IS percent A drought watch calls for a vol untary S percent reduction in use. Indoor water conservation measures in clude: * Replacing leaking and dripping faucets immediately. •Taking shorter showers (showers use less water than baths). •Using washing machines and dishwashers only when loads are full. • Not running water while shaving, brush ing teeth, or washing dishes by hand. • Installing new shower heads and sink fau cets equipped with water saving devices, such as aerators or spray taps. ■ Replacing older toilets that use more wa ter with newer, low-consumption toilets. • Refrigerating tap water to avoid running the faucet for a long time to get cold water.
