What Are They?

school district, county or munici
pality. Homestead and farmstead
exclusions can be implemented
without any changes to the exist
ing tax structure as long as the tax
ing jurisdiction can pay for the ex
clusion without raising real prop
erty taxes.
What is the homestead
exclusion?
The homestead exclusion is a
way of providing real property tax
relief to homeowners. The home
stead exclusion works by reducing
the assessed value of homestead
properties, thus reducing the teal
property tax on these homes. The
exclusion provides the same dollar
tax reduction to all eligible prop
erties in the taxing jurisdiction, in
cluding Cum houses, condomin
iums. single family homes, and
other types of permanent resi
dences owned by the occupant
Homestead exclusions will not be
the same value for all taxing juris
dictions. There will be one exclu
sion value for your school district
one value for the county, and one
value for your municipality.
Homestead exclusions provide
a reduction in the homestead
properties assessed value. The re
duction can be up to one-half of
the median assessed value of all
homesteads in the taxing jurisdic
tion. (The median value is the
middle number of all homestead
property values in the jurisdiction
when they are lined up from
smallest to largest)
FARM STORAGE BINS
To illustrate this, let’s assume
the median assessed value of
homesteads in the Changing Area
School District is $40,000. The
school board is allowing a home
stead exclusion of one-half (the
maximum) of this median value
($20,000). All homestead proper
ties will receive a $20,000 reduc
tion in their assessed values. That
means that a homestead property
valued at $50,000 will be taxed as
if it was valued at $30,000. This
effectively reduces the school real
property tax bill by 40 percent
Now you’re probably asking,
“What’s a homestead property?”
A homestead property is a dwell
ing used primarily by the owner as
their permanent home. No one can
have more than one permanent
home at any one time. Rental
units, vacation homes, camps or
other homes where the owner does
not live on a permanent basis ar
not included. In general, the ad
dress where you are registered to
vote and have registered your
driver’s license is considered your
permanent home.
The farmstead exclusion is
similar to the homestead exclusion
in that it targets real property taxes
for farmers. It allows for a reduc
tion in lax on the buildings (other
than the farm house which is cov
ered in the homestead exclusion)
on a farm, as long as the farm
owner lives on the farm. This is in
addition to the “Clean and Green”
