There is to be money also to
develop and demonstrate alterna
tive uses and markets for animal
waste.
Farmers are to receive tax cre
dits of up to $4,500 per year for
three years for costs related to
transitioning to phosphorus-based
nutrient management, and an addi
tional deducation for equipment
expenses related to poultry or
livestock manure spreading.
There are to be fluids to pay for
the hiring of at least 110 field posi
tions in the state’s soil conserva
tion districts by July 1. 1999.
There is to be a religious
exemption.
The legsilation provides that the
Maryland Department of Agricul
ture may adopt religious exemp
tions in case the law creates "... a
conflict with the bona fide reli-

It was explained earlier this year
that reflected concern for the Plain

legislative session a success for

The nutrient management legis
lation is called the Water Quality
Improvement Act of 1998. It is the
first piece of legislation praised in
the news release, and is described
as “a measure that will protect the
