resources was the theme of a
workshop held at the Millport
Conservancy in Lititz today. More
than 40 land planning firms, and
municipal, county and state per
sonnel attended the daylong work
shop entitled “Where Urban
Meets Rural in Lancaster Coun
ty.” Nine experts addressed topics
that included the need for sustain
able development, the cost of
community services, agriculture,
and the benefits of watershed
based planning.
“Our goal was to create a forum
to discuss the need for flexible
local zoning ordinances and to
look at alternatives to the uncon
trolled development and sprawl
we’ve seen,” said Mark Gutshall,
of Landstudies, Inc., one of the
organizers of the workshop.

showed that sensible land use can
be economically feasible.”
The workshop included a pre
sentation and analysis by Dr.
Timothy W. Kelsey of Penn State
University about the costs asso
ciated with different land uses for
residential, commercial and
industrial development; agricul
ture; and open space. His research
indicated that residential land gen
erally costs local taxpayers, while
open space as well as commercial,
industrial and farm land help tax
payers by paying more than they
require back in services.
