“I don’t believe in slapping a violation let
ter on a landowner if he’s willing to cooper
ate,” she said.
While first-generation holders of property
easements are usually aware of the agree
ments, Reilly has found that succeeding gen
erations children, grandchildren, or great
grandchildren may not be aware of ease
ments on tracts of land they hold.
To monitor compliance with easement re
strictions, Reilly annually walks each of
Chester County’s 62 properties in the pro
gram. She inspects for problems such as ero
sion. runoff, sediment deposits on adjacent
roads, dumping, improper livestock paths to
streams, deforestation, and disturbance of
wetlands. Manure storage facilities are
checked, as well as widths and contours of
field strips.
“1 look for happy cows,” she said, as a
quick and easy sign of a farm’s adherence to
proper conservation practices.
