tling industry has been against
such a provision because of the
associated increase in costs and
have lobbied well to prevent pas
sage of such a bill.
He said it is felt that if the citzen
ry is given an opportunity to vote
their opinion on the issue it may
have the strength to override dis
senting efforts by the bottling
industry.
The proposal would place on the
ballot of the next election follow
ing the passage of the legislation
into law a referendum.
The form of the question would
follow the form of, “Shall the Gen
eral Assembly enact legislation, to
be entitled the Returnable Sever-
