SRBC Approves
BLOOMSBURG (Columbia
Co.)—The Susquehanna River
Basin Commission (SRBC) on
Thursday approved its proposed
package of comprehensive regu
latory revisions to the non
consumptive water use provisions.
Non-consumptive water use
means that the water will be
returned to the basin and not per
manently lost. The revisions will
make the existing regulations
easier to understand and help
streamline the approval process
for ground and surface water with
drawal applications in the basin
area.
The regulatory revisions were
initially published as proposed in
the Federal Register in June 1994
and were the subject of nine public
hearings throughout the basin
area. Following the many com
ments received, the SRBC made
many significant revisions.

The two substantive revisions
in the package are:
1. aU new surface water with
drawals greater than 100,000 gal
lons per day must be approved by
the SRBC; and
2. all surface and ground water
withdrawals greater than 10,000
gallons per day must be registered
with the SRBC upon the consent
of the SRBCs member states.

tion from the heavy competition
new water users sometimes pose.

interest of existing users to know
what quantity they currently use
and to protect their sources. The
registration program can help do
exactly that,” said Swartz.
The regulations, which go into
effect immediately, call for many
other changes and improvements
in the administrative and technical
procedures sections.
They include; • Consolidating
the purposes and definitions lan
guage in one place. • Clarifying
which types of water withdrawal/
use projects require SRBC appro
val. • Eliminating the requirement
that approved groundwater pro
jects be reviewed every 5 years. •
Establishing a process for SRBC
to notify local media, municipali
ties and county planning agencies
of pending water withdrawal/use
applications. • Specifying the pro
cedures for public hearings! • Giv
ing the SRBC executive director
the authority to initiate temporary
emergency actions. • Requiting
approved projects to be imple

bam floor so that access to the hay
mow is not inhibited.
3. Since there may not be
enough wall space at the fan end of
the bam, a fan room is constructed
in the hay mow. The fans are
mounted in the end of the hay mow
wall and the floor below the fans is
removed, allowing 2- to 2.5-square
feet of opening per 1,000 cfm of
fan capacity. This area is boxed in,
and the air is drawn up from the
stable below and exits through the
fans. Cover the opening with a
sturdy wire mesh as a safety
measure.
4. Keep side windows and inlets
closed, in order to produce the
“tunnel” effect
