The Catoctin watershed is mountain- ous, and thus has characteristical ly steep slopes and different soils. It is the second oldest district in the state, established in 1939. The Frederick District was created in 1944, when the Monocacy water shed was split into the Carroll and Frederick districts. David O’Hara, winner of the Speak Off contest, presented his talk on soil and water conserva tion at the luncheon.
