LOUIS, Mo.— The National Com Growers Association (NCGA) testified at a hearing held by me Internal Revenue Ser vice (IRS) in Washing ton D.C. on tax provi sions provided to ethyl tertiary butyl ether (ETBE) in a recent IRS ruling. On October 17, 1994, the IRS proposed regulations to allow the ethanol portion of ETBE blended into gasoline to qualify for the reduced motor-fuel excise tax rates applic able to blends of gaso line and ethanol. Testimony present ed to the IRS by the NCGA stressed the importance of this rule to help meet the strin gent requirements of reformulated gasoline. ETBE provides a lower blending vapor pres sure and higher octane than MTBE (a compa rable ether derived from methanol) and therefore is an impor tant contributor to the reformulated gasoline program. The testimo ny also reiterated the longstanding intent of Congress to support the use of renewable fuels. “One of the most important tools for fur thering this public pol icy goal is the excise tax exemptions for ethanol and other renewable alcohols,” NCGA indicated. This IRS is expect ed to finalize the rule within the next 60-90 days. However, they have stated in the pre amble to the regula tion that taxpayers may rely on the pro posed rules until final regulations are issued.
