RANDALLSTOWN, Md.
C. William Knill, president of the
Maryland Farm Bureau, has
announced several staff appoint
ments to the organization’s state
office in Randallstown.
Norman Astle was promoted to
public affairs director for the state
operation. Astle, a native of Cecil
County and graduate of Cecil
Community College, will head up
the state organization’s legislative
activities. He will work on state
and national affairs and will coor
dinate policy developmcn
m the state office
Asile joined the Farm
Bureau staff in 1987 as
a field representative,
serving as a liason
between the state office
and county Farm
Bureaus.
In 1989, Astle was
named assistant director
of public affairs, work
ing in state legislative
activities and represent
ing Maryland Farm
Bureau on various stale
committees and advis
ory councils. Astle was
also responsible for
monitoring national
affairs and environmen
tal issues for the Mary
land Farm Bureau.
Astle replaces Jack
Miller, who retired
from Maryland Farm
Bureau following 20
years of service. Miller
will continue serving
the organization as a
governmental relations
advisor and consultant.
Joining Astle in the
public affairs depart
ment is Mike Eckert,
who assumed the posi
tion of assistant direc
tor, environmental
resources. Eckert, a
native of Baltimore,
was graduated from the
University of Maryland,
College Park with a
degree in agriculture
and earth science. He
will be responsible for
coordinating projects,
research, and informa
tion concerning envir
onmental issues as they
relate to agriculture.
Prior to joining the
MFB staff, Eckert
taught school, was
involved in sales and
marketing, and served
as a soil conservation
ist. In May 1994, Eckert
received his Master
Gardener II Certifica
tion from the University
of Maryland Coopera
tive Extension Service
in Baltimore.
He will also work in
Public affairs on state
and national issues and
will serve as the envir
onmental liason
between the slate office
and the county Farm
Bureaus.
Dave Kelly has
joined the Maryland
Farm Bureau staff as
information specialist
field representative.
Kelly, a native of Mor
gantown, W. Va., will
be responsible for
informing Farm Bureau
members and the public
on issues of concern
and interest to Farm
Bureau, creating a posi-

tions, and to develop a better
understanding among the nonfarm
community concerning the agri
cultural industry.
A gradate of the West Virginia
University School of Journalism,
Kelly will also serve as editor of
Spotlight, Maryland Farm
Bureau’s official monthly
publication.
