The U.S. Department of Agriculture has changed drastical ly over the past few months in name locally, and in face nationally. „ Outgoing Secretary Mike Espy, who announced his resignation earlier this year so as to attend to what he described as "personal” matters, with the help of the former U.S. Congress, had realigned and renamed major segments of the USDA structure. In Pennsylvania, though the names have changed significantly, no USDA employees within the former Soil Conservation Service branch are to be fired. In a news release made in October about Congress approving the restructuring of USDA, Espy announced it as a victory for agri culture, and a new beginning. At the same time, he said it was a new beginning for himself. ‘Today, as we stand at this new beginning for USDA, I stand at a new beginning for myself as well.
