The Pennsylvania Farmers
Union held its 23rd annual con
vention on November 14-15 at the
Best Western Conference Center
in New Cumberland.
Senator Bill Lloyd, Secretary
of Ag Boyd Wolfe, National
Farmers Union President Leland
Swenson, and Larry Mitchell of
the National Farmers Union
(NFU) Washington D.C. govern
ment affairs all spoke at the con
vention.
Highlights of the convention
included Brenda Seyler receiving
the Torch Bearer Award. The
Torch Bearer Award is the highest
award that can be given to any

youth that has been active in the
PFU youth program. Also, in
memory of Leland Stanford, a
short program was held by his
daughter Jill.
Other awards given during the
convention were the Golden Tri
angle Awards for legislation, edu
cation and cooperation as well as
the Hall of Fame Award. Every
year the Pennsylvania Farmers
Union presents these awards to
those who are outstanding in these
areas of the Farmers Union. This
years awards were presented to
Amy Seyler for education, Glenn
Swartz for cooperation and Jack
Rynd for legislation. Allen Deiter
and Leland Stanford were award
ed the Hall of Fame awards.
During the convention, the del
egates worked on new policy and
made revisions to their by-laws.
The Pennsylvania Farmers Union
delegates went on record as
opposing GATT and passed this
Special Order of Business that
reads as follows:
Whereas the implementing leg
islation for the Uruguay Round of

23rd Annual Convention
the General Agreement on Tariffs
and Trade (GATT) is wrought
with excessive spending and polit
ical favors (a.k.a. PORK) such as
millions of dollars for the Wash
ington Post and Carl Icon, and;
Whereas GATT eliminates
many of our domestic laws such as
Sections 22 of the Agricultural
Adjustment Act of 1933 which
protects U.S. farm programs and
taxpayers from unfair, predatory
imports, and;
Whereas the GATT imple
menting language will require $3l
billion in additional debt over the
next ten years for U.S. taxpayers,
and;
Whereas members of the
House of Representatives will be
allowed an average of only IS sec
onds each to address the concerns
of their constituents on the largest
trade agreement in history, and;
Whereas many members plan
ning to vote on GATT in the spe
cial “Lame Duck” session of Con
gress were voted out of office and
will no longer be accountable to
their constituents;
Be it resolved that Pennsylva
nia Fanners Union urges no vote
on GATT until the pork is
trimmed out of the implementing
legislation, and;
Be it further resolved that the
Pennsylvania Farmers Union urges
no vote on GATT until the agree
ment is renegotiated to correct its
fundamental flaws such as elimi
nation of our domestic laws, and;
Be it further resolved that
Pennsylvania Farmers Union
urges no vote on GATT until its
budget impact is properly ad
dressed, and;
Be it further resolved that
Pennsylvania Farmers Union
urges no vote on GATT until all
members of Congress are afforded
the opportunity to hold full, open
debate on GATT with adequate
time to fully address the concerns
of their constituents, and
Be it further resolved that
Pennsylvania Farmers union urges
no vote on GATT by an unac
countable Congress in a special
“Lame Duck” session, and finally,
Be it resolved that Pennsylva
nia Farmers Union opposes this'
GATT agreement until all of the
aforementioned problems are
properly addressed.
