Barrow, Master of the National Grange, in his opening remarks at the Grange’s annual con vention in Peoria, 111., recently. "Neither the bulk of the nation’s fanners nor the bulk of the total value of the nation’s agricultural production comes from the tradi tional farming areas,” said Barrow. “It is also time we drop the myth that federal farm pro grams address the needs of all farmers.” Barrow said, “The success of the 1995 Farm Bill will be mea sured against the real ities of an emerging 21st Century American agri cultural landscape rather than the farm production patterns of the past.” He said, “The 1995 Farm Bill should contain specific programs that will provide funding for agriculturally-related business development and job creation. It should also provide fund ing for research on new uses for agricultural commodities that can become additional tools for rural economic de velopment.” An integral part of the 1995 Farm Bill will be the continuation of the Conservation Re serve Program (CRP), begun in 1986 as a means of taking 36 mil lion acres of highly credible farmland out of production.
