that allows custom applicators to
adapt large liquid fertilizer floa
ters for application of Roundup®
herbicide. The Roundup® Boom
II Kit offers several advantages to
applicators. Utilizing large floater
tank capacities for herbicide appli
cation means less downtime is
spent mixing and loading.

would not require any

The coalition is con
cerned that payment for
the GATT agreement
will fall disproportion
ately on the agricultural
sector, which already
has seen significant
spending cuts in recent
years.
Under the negotiated
GATT agreement, tar
iffs in signatory coun
tries would be reduced
on a wide range of pro
ducts. But while the
agreement requires
countries to reduce their
use of export subsidies,
it allows them to main
tain or even increase
their support for cer
tain non-trade-distort
ing (“green box”) pro
grams. In its letter, the
coalition urged Presi
dent Clinton to shift
current funding from re
duced or disallowed
programs to the green
box programs.
Agricultural support
programs considered in
the green box catgegory
include market devel
opment and promotion,
export credit, food aid,
and other related pro
grams. The budget cur
rently under considera
tion would significantly
reduce many of these
programs, even though
they are permitted by
GATT.
“Unless these con
cerns are addressed, it is
hard to envision how
U.S. agriculture stands
to gain as a result of the
new GATT agreement,’*
the letter said.
The GATT agree
ment was negotiated
during a seven-year per
iod. Before it can take
effect, most signatory
countries must bring
their own domestic laws
into compliance with
the GATT agreement.
The U.S. Congress may
take up this implement
ing legislation later this
year.
The letter to Presi
dent Clinton stated that
the coalition would find
it very difficult to sup
port any funding pro
posal which recom
mends that U.S. agricul
ture pay a
disproportionate share
of the cost of GATT.
