The unified voice of more than 23,500 Pennsylvania farmers will be heard in Washington D.C. when leaders of the Pennsylvania Farm Bureau meet with their members of congress on March 2-3 to discuss legislative priorities. About 200 farmers members of county farm bureau national legislative committees will be visiting with their U.S. representa tives and senators to talk about issues that are affecting farmers and to recommend action based on grass roots policies developed by the organization.' Issues to be discussed during Farm Bureau’s annual Washing ton Legislative Tour will include the GATT treaty, USDA reorgani zation, health care reform, reau thorization of the Clean Water Act, wetlands policy, and a consti tutional amendment for a balanced budget. It will cut subsidized agri cultural exports by 21-percent and reduce import protection by 36-percent over six years starting in 1995. It will also reduce some internal trade-distorting supports by 20-percent and prevent use of sanitary regulations as disguised trade barriers. Farm Bureau sup ports the objectives of the GATT negotiations but will withhold its final position until all details of the agreement become known. Congress will vote up or down on implementing legislation for the agreement this summer. • Secretary Mike Espy has pre sented a proposal to reorganize USDA, paring it down from 43 to 29 agencies and closing or conso lidating 1,300 county offices. A new Farm Service Administration would be created by merging the Agricultural Stabilization and Conservation Service (ASCS) and the Farmers Home Administration (FmHA). In addition, Farm Bureau believes soil and water, conservation programs should be included in the Farm Service Agency rather than placed in a separate agency. Local farmer elected committees should have oversight of Farm Service Agency commodity programs.and activities. • There are seven major plans for health care reform before Con gress, including President Clin ton’s. Farm Bureau strongly opposes all mandatory systems, and instead supports market-based reforms of the current system with emphasis on provisions for far mers including a 100-percent tax deduction of health insurance pre miums for the self-employed and tax breaks for medical savings accounts. Farm Bureau also favors promotion of wellness and pre ventative care programs, minimal government intervention in the health care system, direct assis tance for the poor, and proper compensation for Medicare and Medicaid providers. Farm Bureau believes nonpoint source pollution programs should be designed, controlled, and implemented by state and local governments, not the federal gov ernment. The programs should emphasize the voluntary adoption of best management practices and should not be mandatory. Farm Bureau wants chahges to balance the protection of wetlands with private property rights, including compensation for landowners who lose economic use of their land and the classification of wetlands according to their value.
