Slusser, General Manager PA DHIA announces (he appointment ol Dave Siusscr a: General Manager. He will be responsible for the overall adminislralion of personnel, financial, and legal manage ment aflairs ol the PA DHIA operation. This will includf (he areas ol Field Operation, Laboratory Operation and Record Processing Operations. Siusscr earned a Bachelor of Science degree from Penn Stale, he was named Distinguished Alumnus for the Department ol Dairy and Animal Science in 1991. Dave has worked for Penn Slate and Ohio State Universities with (he Extension Service, and was also employed with the Pa Holstein Association. Most recently, he was a Holstein breeder from Crawlord County, Pa for 23 years, During that period, Dave served 19 years on the Atlantic Breeders Coop. Board; 10 years of which he was presi dent. He was a member of Federated Genetics Council, the Nat. Assoc, ol Animal Breeders Board, and the Nat. Council ol Dairy Cattle Breeding. Mr Slusser's involvement with DHIA has included the Dairy Records Processing Advisory Committee and the State DHIA Task Force. In Northwestern PA., Dave served as a director of Farm Credit and taught computer seminars lor regional farmers, a financial workshop lor bankers, and courses on agricultural careers tor high school students. In the local community Dave has served his church as moderator, deacon, trustee and Sunday School teacher. He served as a 4-H dairy club leader, a director of the Crawlord County Holstein Club, and a committee-person lor the extension Dairy Advisory Committee. Most recently Dave and his wife Kaye worked with Volunteers in Overseas Cooperative Assistance; advisin; tanners about lomting cooperatives in Bolivia, South America, FOCUS •+K January 22, 1994 Vol. 9, No. 1 Lancaster Farming Pages C-8 to C-ll COMPARISON OF CURRENT AND NEW PA DHIA BYLAWS Membership Current; -provides three membership categories, direct, affiliate and asssociate. -Associates have no authority. New; -provides two categories, direct and associate. Members of independent local associations will be direct members like members in merged counties, -associate members have voting privilege at the local level. Local Unit Voting Privileges Current; -members arc allowed one vote each. -resolutions have no force of authority. New: -only members with valid membeiship contracts may vote at the local level. Official herds must have a valid contract, -resolutions are permitted by Bylaws and must be addressed at the disrict level. Membership Districts Current: -five district associations with their own bylaws and officers, minimum of three state directors per district. -no limit on district size. -no procedure for changing district boundaries. -delegate representation based on cows per county. New: -18 districts with one state director per district. -districts must be within + or - 39% of the average number of voting members in each district, -rcdistricting committee elected (Coin’d on Pg. PAD Board Meeting September 30,1993 It was approved to accumulate and include Lancaster County data processed at Raleigh in the information provided by PA DHIA for the Pennsylvania Diary man's Association Yearbook. An Independent County agree ment with Chester County DHIA was approved. A merger agreement with Fulton County DHIA was approved. The Fiscal 1994 Capital Budget was approved. The Fiscal 1994 Revenue and Expense Budget was approved which reflects an average 5 1/29? increase in fees plus a two cent per cow increase designated for cash reserves. Also included is a one. two, or three cent per cow increase to the direct counties that are below the average rate across the state but no additional change to the direct county rates that are above the average range. Effective with the November 1, 1993 invoices. The board clarified that there can be only one delegate re cognized per herd. Policy 3.1 dealing with employee cducalion benefits was recinded. A request by National DHIA was approved to provide data to NASS, a national agricultural statistics service. The improve communications, it was approved to send the membership type information not only to the contact person (local chairman or president) but to all eommittee/board members. It was approved to hold the annual meeting of the corporation at Toftrecs in State College on February 18-19,1994. Board Meeting July 7-8,1993 Merger agreements were approved with Potter. Blair, ARP MEETI Bedford, and Tioga County DHIA's. A joint policy siatcmcni regard ing marketing DHIA services between PA DHIA and Northeast DHIA was adopted by the board. The chartei (or the Technician Training and Certification Advisory Committee was ap proved. The Help Center; concept was approved to provide assistance to technicians throughout the implementation of lap top computers. The board approved (he new by laws to become effective January 1. 1994. A History Committee was approved to put together informa tion and suggestions for the annual meeting in February that will celebrate the 25th Anniver sary of the incorporation of PA DHIA. The board accepted the resigna tion of General Manager J. Richard Barth. Jim Garrity was appointed Interim General Manager. A search committee was assembled to lind a suitable candidate to fill the position Board Meeting November 8,1993 Merger agreements were approved with Clinton County DHIA as well as Huntingdon County DHIA. A policy was approved that would prohibit any custodial or finance charge being assessed by PA DHIA on (he balances being held for individual county local units It was approved to abolish the joint policy statement regarding marketing in Norlheast/Pennsylvania DHIA territories. It was approved that in order to keep the regular terms of state directors, that the terms for the state director elections in District 4 be for one yeaf and District 12 for two year icon. 'MMARY
