York and Cumberland counties will be com bined to form District 10, repre sented on the state board by cur rent director Neil McCullough of Cumberland County. A delegate system of one delegate to each 40 DHIA farms in a county organiza tion will elect state directors under the new by-laws. Thoman also reported an upcoming fee increase of about 5.5%, with slightly higher herd and individual cow fees. He noted a state operating loss of $366,000 last year and the need for fiscal balance of income and expenses. An income increase of one-cent per cow across the state equals about $40,000, Thoman added. David Shenk, regional DHIA manager from Perry County, lauded the York DHIA members and technicians for their accom plishment of being the first county to totally transmit DHIA data electronically. York County’s DHIA techni cians were recognized for their dedication to and performance within the state herd testing sys tem. Technicians working within the county, and their years of ser vice, are Marianne Walter. IS years; Abbe Gore, 14 years; Jean Myers and Donald Messinger, both five years; Carolyn and Clyde Stump, four and one-half years; and Deb Messinger; who also works for Adams County herds, three and one-half years.
