WEST CHESTER (Chester
Co.) On Monday. July 19,
1993, the Chester County DHIA
Board of Directors approved and
signed a “Memorandum of Agree
ment” betwee PA DHIA and the
county organization. The Chester
County board has decided to re
main an independent county, but
to continue to have PA DHIA pro
vide all the laboratory and data
processing services. The agree
ment merely slates the responsi
bilities of both organizations so
that a complete, accurate and in
formative service can be provided
for Chester County dairymen.
Actually, Chester County will
continue to operate as in pest yean
before centralization wu propos
ed and implemented. The board is
responsible for employing the
technicians, including their com
pensation and benefits, and for de

farmers. They also purchase and
maintain the testing equipment,
including meters and scales.
The county board handles and/
or reports official rules violations.
They also act as a honing board
for concerns of technicians and
dairymen. It is important that all
DHIA members know that they
must adhere to the rules of the Na
tional and PA DHIA. Hie techni
cians are instructed to make no ex
ceptions. Animal identification
sometimes presents a problem
when a dairyman has not received
the registration paper for a new
cow. The technician must see the
actual registration paper before
the cow can be officially identi
fied on the DHIA report.
PA DHIA agrees to furnish la
boratory services, certified data
processing services, educational
material for farmers and training
for technicians. They also certify
milk meter and scale calibrations,
and offer a repair service for the
meters. The state.board offers due
process hearings for allegations of
official rule violations.
The Chester County DHIA
Board decided to remain an inde
pendent county rather than be
come part of the state centralized
system because they feel that they
can offer the same quality of ser
vice at a lower cost to their dairy
men. They believe that keeping
control of the testing program at
the county level makes the system
more responsive to the needs of
the dairy farmers and the techni
cians.
However, they also feel that the
excellent lab facilities and the new
programs implemented by PA
DHIA offer the best system for
Chester County DHIA members.
PA DHIA has taken some giant
strides in the past year to offer a
broad program that will satisfy the
needs of all dairymen. Lap-top
computers are now being intro
duced across the state so that
fanners can have print-outs avail
able the day the technician is
there. The reports are constantly
being improved to meet the needs
of modem dairying. Yes, there is a
program for all size herds and with
a wide variety of pricing plans.
Chester County DHIA and PA
DHIA anticipate a successful
working agreement that will be to
the benefit of ail Chester County
DHIA members.
