Delegates To Russia
Report To Congress
WASHINGTON, D'c. A team of man
agement and board members from Eastern
Milk Producers Cooperative traveled to
Washington, D.C. this week to brief members
of Congress and officials at the U.S. Depart
ment of Agriculture on farm issues, including
the recent dairy mission to Russia.
Eastern General Manager Mike Donovan,
the Syracuse, N.Y. man who led the humani
tarian and trade delegation to Moscow earlier
this month, said they “wanted to alert USDA
officials to an impending request from Russia
for millions of pounds of butter which would
result in close to a quarter reduction of gov
ernment surplus stocks.
Donovan said USDA officials were
“encouraged by the news of an impending
request from Russia” and added that Ameri
can dairy farmers would benefit from any
reduction in surplus dairy products because it
would help keep the price of their raw milk
from going down.
While Donovan brought Washington offi
cials up to date on Eastern’s international con
cerns, Eastern President Lewis Gardner spoke
about domestic issues with various senators,
representatives and staffers from the Senate
and House Agriculture committees.
Gardner, who himself participated in a
humanitarian aid effort to the former Soviet
Union over a year ago, said, “We wanted to
impress on members of Congress some of the
detrimental aspects of the president’s prop
osed tax package, and what kind of impact it
can have on farmers.”
Gardner said they discussed “major con
cerns” of Northeast farmers, including
budget-appropriation implications for farm
and related programs, tax issues and the
energy/BTU tax.
Eastern Cooperative Relations Manager
Anthony Schlesier, who was pan of both last
year’s and this year’s delegation to Russia,
told congressional leaders he saw “major
improvements” in Moscow’s economy.
“You can find many more kiosks and street
vendors.” said Schlesier, of Hartwick, N. Y. “I
was even able to stop on the street and get a
shesh ka bob. That was unheard of last year.”
Other members of the Eastern Milk Pro
ducers team visiting Washington were Vice
President Tim Bryant of Pawlet, Vl; Secret
ary Ed Schoen of Phelps, N.Y., and board
members Robert Thompson of Wyalusing,
Robert Gabel of Newport, and Jenel Heat
wole of Greenwood, Del. Also attending the
meetings was Assistant General Manager
Joseph Mathis of Syracuse. N.Y.

Washington-based farm organizations, the
National Council of Farmer Cooperatives and
the Council of Northeast Farmer
