“that individual water use in Pen
nsylvania has increased tenfold
since the turn of the century.
“While water is available in all
parts of the state, adequate and
accessible water supplies for all
users may not always be available
in sufficient quantities to meet loc
al demand, especially during
droughts or emergencies.
"Even without an emergency,
two users may find themselves
competing for the same water.
Also, water withdrawals can
threaten instream flows for aquatic
resources and recreation.”
Yet to be researched by the com
mittee is the amount of stable
instream flows which must be
