Firming, Saturday, March 7,1992 Grange Testifies On Unfair Trade HARRISBURG (Dauphin Co.) Large projection numbers for population growth in foreign coun tries in the next century offer a good opportunity for increasing agricultural exports and opening access to these markets, according to the Pennsylvania State Grange legislative director. Brenda Shambaugh testified before Sen. Aden Specter at a hearing recently about the impor tance of bringing the Uruguay Round of the General Agreement of Tariffs and Trade (GATT) negotiations to a successful conclusion. "There must be substantial improvements in the international trading rules pertaining to agricul tural commodities or the entire multilateral trade negotiations will fail," Shambaugh said. "We cannot allow this to happen because of the negative impact it would have on all world trade, especially in the finance sectors." In lieu of a totally open market, the Grange offered suggestions on how to overcome export/import problems: • Because subsidies are paid in many foreign countries on agricul tural products, imported products can be less expensive than their domestic counterparts. However, imported products should meet the same standards applied to domestic goods. Also. since some chemicals which are banned in this country arc used in • other countries, imports should not contain residues of those chemical products • Foreign companies are buying U.S. enterprises at an alarming pace. "We must be ready to limit the percentage of foreign owner ship in any one U.S, enterprise if the financial control of that section of our economy is threatened by foreign entities," Shambaugh said. • The Grange recommends that dairy product imports not be increased until the GATT negotia tions are successfully completed to ban export subsidies on dairy pro ducts that are imported into the United States and barriers to the United State’s exports of dairy products into foreign markets are removed. • The United States should con sider negotiating long-term trade agreements with ow foreign cus tomers to increase our export sales. • USDA should participate more in administration and distri bution of the United State’s share of the world’s food programs. • Export credits should con tinue, including C.C.C.’s blended credit program to aid in moving farm products into protected markets.
