Casey Proposes Ag Cuts
HARRISBURG Gov.
Casey’s budget remarks did not
address agriculture, but a look at
the proposed state spending plan
shows major cuts for many prog
rams, according to Sen. Edward
Helfrick (R-27).
"Continued efforts to impress
upon the governor that agriculture
is one of the mainstays of the
slate’s economy have not gotten
through to him.” said Helfrick,
who noted that the governor’s
economic recovery remarks cen
tered on programs based in Phi
ladelphia and Pittsburgh.
The governor proposed cuts for
agricultural research, agricultural
promotion, the Farm Show, agri
cultural fairs and nutrient manage
ment under the state Department
of Environmental Resources.

nated in the governor’s plan.
“Fanners are forced to meet
more and more mandates, but
funding that would assist them
continues to dwindle.” said Hel
frick, who chairs the Senate Agri
culture and Rural Affairs Commit
tee. “Passing over the state’s most
important industry and major
exporter is going to cost the state
dearly in the long run.”
Helfrick acknowledged that
Fiscal Year 1992-1993 would
definitely be a tight budget year
that requires spending reductions,
but said he would be advocating
cuts to different agencies and
programs that he feels are out
dated or superfluous, as well as
pushing for privatization efforts
and programs that would generate
new revenue, such as the tax
amnesty proposal passed by the
Senate yesterday.
