WASHINGTON, D.C. The
National Farmers Union (NFU) is
urging Congress to reject a pend
ing text of an agricultural pact
developed under the General
Agreement on Tariffs and Trade
(GATT).
Testifying Thursday before the
House Agriculture Committee,
NFU Assistant Legislative Direc
tor Cheryl Cook claimed that the
draft agreement prepared by
GATT Director General Arthur
Dunkel just before Christmas
would "usurp the power of the
Congress to determine domestic
agricultural policy."
Cook pointed to problems in all
three of the broad provisions of
the Dunkel text* market access,
export subsidies, and domestic
farm programs.
She said the market access pro
visions would not only mean a
reduction in all import tariff and
quota levels, but would mandate
imports of commodities that may
already be in surplus and drive
down farm prices dramatically. In
addition, Cook said Section 22, a
provision that allows the U.S. to
use border protections if imports
would disrupt domestic farm

Although expat subsidy levels
would be cut under the Dunkel
plan as a way of phasing out
government-sponsored price cut

carrying out the reduction would
put the U.S. at a disadvantage.
Currently, the European Com
munity (E.C.) subsidizes its com
modity exports far more than does
the U.S. NFU contends that an
equal reduction by all parties
would still leave the E.C. with a
competitive advantage.
Cook told the committee that
the Bush Administration's trade
negotiators have attempted to dis
mantle U.S. farm programs via the
international negotiations despite
the objections of farmers and
members of Congress. She said

Meanwhile, Cook pointed out
that the proposed global health
standards contained in the Dunkel
text would allow residues of
chemicals such as DDT to show
up in imported food products. And
if the market access provisions are
accepted, it will be impossible for
inspectors to keep up with the rush
of new imports, she said.
Cook told the committee that
further economic and environ
mental study needs to be done
before the draft is accepted.
"Our conclusion, having
reviewed the Dunkel draft, is that
if the Bush Administration agrees
to this proposal, our worst fears
will be confirmed," she said.
