In a recent public opinion
survey conducted by Rep. John E.
Barley, 65.7 percent of the respon
dents favored the privatization of
the state’s liquor sales, while 34.3
percent opposed the idea.
“With the state facing a grow
ing budget deficit, we must look
for ways to help cut spending,”
Barley said. “I have advocated
allowing the private sector to take
over certain state government
operations such as licensing vehi
cles, prisons and medical
assistance.
“By selling the state liquor
stores, Pennsylvania will collect

In regard to the debate on estab
lishing nutrient management reg
ulations for landowners and far
mers, nearly 72 percent agreed
that the Commonwealth should
grant administration of such a
program to the Agriculture
Department rather than the
Department of Environmental
Resources (DER).

grown beyond control. Presently,
DER is responsible for such prog
rams as maintaining the 114 state
parks, permitting of storage tanks,
and inspecting mining opera
tions,” Barley said.
“Some favor dividing the agen
cy into two or more separate agen
cies, such as the Department of
Parks and Recreation and the
Department of Environmental
Resources.”
Additionally, only 46.7 percent
believe the state is adequately
addressing environmental issues.
