Hoey had worked in Bolivia for a number of years before returning to Pennsylvania for only a short time, until the 1985 termination program began. HPI then brough him on staff to administer HPl’s role in shipping DTP cattle to projects, and as that project ended, Hoey took over responsibilities for all HPI work in Latin America andthe Caribbean.
