vania’s independent dairy farmer
members of the Regional
Cooperative Marketing Agency
(RCMA) elected representatives
to the Board of Directors during
regional meetings conducted
throughout the state.
Elected were:
Gary Rickard of Honesdale,
representing Region 12, Bradford,
Susquehanna, Wayne, Pike, Lack
awanna, Wyoming, Sullivan,
Luzerne, Carbon and Monroe
counties. Rickard is in partnership
with his brother, Chester, in the
operation of Clearfield Farms.
Their sister, Sandra, manages the
herd of 120 milk cows. They have
a total of about 240 head. Gary is
president of Sire Power and is a
member of the Wayne County
Bank and Trust Board of
Directors.

RCMA Members Elect Directors , Delegates
representing Region 13, McKean,
Potter, Tioga, Lycoming, Clinton,
Cameron, Elk, Clearfield and
Centre counties. Fetterolf, who
has been farming 17 years, oper
ates a 300-acre farm with SS cows
and a few hogs. He is a director for
the Soil Conservation Service, is
past president of the Centre Coun
ty Pennsylvania Farmers Associa
tion and served on a number of
PFA state committees.
Carl Wenger of Pleasant Hill,
representing Region 14, Cambria,
Blair, Huntingdon, Mifflin, Junia
ta, Perry, Cumberland, Adams,
Franklin, Fulton, Bedford and
Somerset counties. He has been
farming for 19 years and operates
a 350-acre farm with 100 cows.
He is a director of both the Crop
Management Association and the
Pennsylvania Farmers Associa
tion. He and his wife, Susanne,
have five children, all of whom

a son, Kevin, operate a 600-acre
farm with a milking herd of SO
cows. He is chairman of the
Schuylkill County Dairy Commit
tee of the Pennsylvania Farmers
Association. He is a former mem
ber of the Milk Promotion Board,
DHIA Board, Cooperative Exten
sion committees and the Wayne
Township Planning and Zoning
Boards.
Donald Duncan of Robesonia,
representing Region 16. Berks,
Lehigh, Northampton, Bucks,
Montgomery, Chester and Dela
ware counties in Pennsylvania,
plus southern New Jersey. Duncan
is a member of RCMA’s Execu
tive Committee. He, his wife,

110 registered Holstein cows.
They also raise some dairy steers.
Duncan is a director of the Pen
nsylvania DHIA and the NEBA
Division of Sire Power. He is a
member of the Pennsylvania Far
mers Association, Grange and
Farmers Union and is former
chairman of the Pennsylvania
Dairy Promotion Program.
Joe Hess Jr. of Ml Joy, repre
senting Region 17, Lancaster and
York counties. In partnership with
his father. Hess operates a
300-acre farm with a milking herd
of 120 cows. They also raise 50
acres of processing tomatoes. He
is a board member of the Kraybill
Mennonite School and is Bible
school superintendent of the Mt.
Joy Mennonite Church. He and his
wife, Linda, have four children.
RCMA’s directors meet month
ly in either Syracuse or Albany to
set policy for the organization,
which has 22,000 dairy farmer
members throughout the North
east. RCMA has led efforts to
establish higher milk prices
throughout the Northeast, includ
ing the Rogers-Alien Act hearing
that began this week in Albany,
N.Y., to consider minimum milk
prices for New York farmers.

Each RCMA region is repre
sented by delegates at the annual
meeting in December, when
important membership issues are
discussed. Delegates and alter
nates elected include;

premiums for dairy farmers from
1987 through 1989 and distributed
approximately $7O million to its
members during that period. It
