    ST LOUIS, Mo. The
American Soybean Association
(ASA) praised leaders of the U.S.
House of Representatives for pass
ing the Soybean Promotion,
Research and Consumer Informa
lion Act (HR2209) by a 416-9
vote.
This act creates a nationwide
checkoff to expand soybean prom
otion and research efforts to
increase soybean profits.
“This action will provide U.S.
farmers the opportunity to expand
profits through domestic and
export promotion programs,
research to uncover new uses,
consumer information, and
research to cut production costs,”
said James Lee Adams, a Georgia
farmer who is national chairman
of the Soybean Promotion and
Research Checkoff (SPARC).
“Soybean farmers face serious
challenges and great opportuni
ties. SPARC will help not just us,
but also our children.”
The legislation, recommended

gress, shows program is:

everyone benefits.
> Run by soybean farmers who
serve on boards of directors.
• Caps administrative costs at
no more than five percent.
• Keeps 50 percent in-state to

ASA Applauds Passage
Of Soy Promotion Act
• Subject to farmer votes to
continue or to change the rate.
• Prohibits checkoff funds from
being used to influence govern
ment action or policy. -
The Senate approved a similar
bill (SI838) on November 7,
1989. Technical differences
between House and Senate ver
sions must now be resolved. The
nationwide checkoff could be in
place by fall.
Missouri farmer Don Heil,
president of the American Soy
bean Development Foundation,
praised the bill’s sponsors, Rep
resentatives Dan Glickman
fD-KS) and Ron Marlenee
(R-MT) for their efforts to “create
a good bill that will work in the
best interests of farmers.
“This legislation will help U.S.
soybean farmers be more competi
tive and increase profit opportuni
ties by allowing more emphasis on
market promotion and research,”
Heil said. “Promotion is a must,
both here and abroad. In the U.S.,
85 percent of all consumers can
not identify soy oil as a cooking
oil.
“Overseas, we’re facing
increased competition from other
oilseed producers who are invest
ing heavily in promotion and
research We’ve fallen from No. 1
to No. 3 in worldwide soy oil
exports and from No. 1 to No. 4 in
soybean meal exports. SPARC
would give us the resources we
need to tap the vast potential of
markets such as the Soviet Union,
China, Asia and Eastern Europe,”
Heil said.
SPARC would also provide
funding for research that would
help U.S. soybean fanners cut
production costs, making them
more competitive in the world
market, Heil noted. Research
money could also be used for pro
jects dedicated to finding new
uses for soybeans.
; Adams and Heil emphatically
support establishment of the
national checkoff. The SPARC
legislation was developed after
two years of study and interviews
with 3,400 farmers, they noted.

The new two-point hitch design
is easy to work with. Tractor
hookup is convenient and fast.
Category II or 111 factors can be
used. Insert two pins and connect
two hydraulic hoses. The pump is
easy to transport and maneuver.
The new lower bearing and sea)
system eliminates the need for an
oil-filled beam for the VA ” drive
shaft and bearings. A Labyrinth
seal prevents any foreign material
or twine from wrapping around
the shaft.
Hardened bevel gears run in oil
in the 1:1.35 ration gear box that is
splined and connected to the main
shaft by a PTO universal joint
coupling.
The impeller housing drive
shaft and bearings can all be easily
serviced by the simple mainte
nance procedure designed into the
new Nesseth pump.
