The U.S.-Soviet Long-Term Grain Agreement (LTA), agreed upon in principle by U.S. and Soviet nego tiators, will provide greater flexi bility to the Soviet Union in pur chasing U.S. grains for the next five years. The new LTA will replace the current agreement, which expires December 31, 1990. “The agreement represents a good compromise between the interests of the United States and Soviet Union,” said Allen Ter haar, USFGC director of trade servicing, planning, and trade pol icy. “It is a positive move toward the goal of increasing grain vol ume and purchasing flexibility for the Soviets. The agreement calls for annual purch ases of at least 4 mmt each of wheat and feed grains; however, it allows the Soviets to substitute up to 750,000 ml of one commodity for the other in a given year, as long as 20 mmt of each commodi ty is purchased by the end of the agreement. The language of the new agree ment, which calls for purchases of all feed grains (com, sorghum, and barley), represents additional flexibility in purchasing. It will allow the Soviets to maximize the volume of their purchases in light of their tight foreign currency earnings.
