Colo.— The “self help” promotion program for lamb and wool was described as a criti cal asset to American agriculture today and in the future during a meeting of the House Subcommit tee on Livestock, Dairy and Poul try recently in Washington, D.C. Testifying for the American Sheep Industry Association, Executive Director Rodger Was son lauded the value of the sheep industry’s promotion program in pioneering national marketing programs for lamb and wool and putting strong producer education programs into play for sheep pro ducers. Through the National Wool Act, the sheep industry funds its own efforts to better inform the country’s 114,000 and wheel assemblies raised for hoeing bedding crops or tall plants. The Wool Act provides the sheep industry with a base of sup port through provisions, including a checkoff on wool incentive pay ments to fund industry develop ment programs. American sheep producers take a referendum vote every four years to continue the funding. The timing is this first legi slated national checkoff in agri culture was important, he said, since it coincided with a time when the support infrastructure for the shrinking sheep industry was steadily declining. “Federal and state sheep research, education, economic reports, and supply surveys were steadily diminished. Pharmaceuti cal, feed, and equipment compa nies shifted their research and development resources to more lucrative markets,” Wasson told the committee. “In this environ ment, the Wool Act checkoff has been an essential tool for sheep producers to help themselves. Checkoff dollars are now funding market information services, development programs, and pro ducer education to fill the needs of the industry.” Wasson told committee mem bos the program has not been sta tic, but has changed throughout its existence to meet the changing demands of the industry. “Market ing programs have been targeted at the distribution chain, combat ting low producer prices which do not reflect the increasing demand for lamb.” The key, Wasson said, are the year-long market building programs launched with proces- sors and retailers. Stiff competition from foreign wools led to the creation of niche markets for American wool, including the development of the trademarked cotton-wool blend fabric called Alamera, Wasson said. “The association has worked a lot in the development area to create the ideas, interest and pro cedures for new textile products using wool,” Wasson said. ‘To bring American wool to global standards, an extensive producer-level wool marketing improvement campaign is utiliz ing the latest in baling equipment and expert wool graders,” he said. Because of funding provided through the nation’s sheep pro ducers, the industry is able to pro vide itself with the kind of excel lent educational effort in programs such as the Sheep Industry Deve lopment Program, Wasson said. “With a critical shortage of educa tional resources, these checkoff funded programs and materials are used extensively by universities and the cooperative extension service.” Wasson said genetic evaluation and improvement was addressed with the creation of the National Sheep Improvement Program, a computerizes evaluation system. “The Wool Act’s self-help program has served the industry well for the past 35 years,” Was son said. “Over the years, we’ve learned that supporting our parti cular industry is considerably more complicated than simply advertising our products to the consumer and expecting produc ers to reap the benefits.” Farmers...
