Robert Mowrer, Conservation District association director, received the outstanding service award for his work with the Lan caster Youth Conservation School. Known as the founding father for the school that was first held in 1979, Mowrer has helped improve and acquire funds for it. Two students who attended the school, Gretchen Frederick and Michael Lindemuth, received the youth conservation school public service award.
