Eugene Wingert, of SL Thomas, as direc tor of the Northeast Area Office for the U.S. Department of Agri culture’s Agricultural Stabiliza tion and Conservation Service (ASCS). ASCS administers federal farm programs including commodity loans, cropland diversions and soil conservation. As director of NEA, Wingert will be responsible for providing program direction and coordination to ASCS state and county committees and to office staffs in Connecticut, Delaware, Massachusetts, Maryland, Maine, New Hampshire, New Jersey.
