Co-op Leaders Testify On Farm Bill SYRACUSE, NY Represen tatives of the 10,000 dairy farmers who own the Northeast’s largest milk cooperatives were scheduled to tell the U.S. House Agriculture Committee that five more years of the dairy policy embodied in the 198 S Farm Bill would be disas trous to the region’s dairy industry. The Committee was to be in Syracuse on Jan. 10 to hold its only Northeastern hearing on the 1990 Farm Bill. “Agriculture Secretary Ycutter and some in Congress have sug gested that five more years of the ‘BS act look like a good deal. With regard to dairy policy, we respect fully, but emphatically disagree,” said Steve Kerr, executive director of the Council of Northeast Farm er Cooperatives. “Our analysis suggests that such an approach will only push farm prices back to the dismal levels of the mid-SQs, and accelerate the loss of dairy farms in this already milk-short region. “Fanners understand that writ ing farm policy is no easy task,” Kerr said. “We have a series of ideas which we think will do the job. The cooperative leaders will lay them out for the committee’s consideration.” Among the proposals scheduled to be made are: • Using the purchases of all dairy products cheese, non-fat dry milk and butter to mote accurately gauge the degree of national milk surpluses (U.S.D.A. now considers only purchases of butter, a choice which grossly exaggerates the amount of surplus milk actually on the market); • Separating dairy products purchased by the government for domestic and foreign food aid programs from those purchased to stabilize farm prices (U.S.D.A. now treats such products as mark et surpluses when, in fact, there is real demand for diem); • Developing a program of inventory management so that the Secretary of Agriculture can fore stall the development of burden some milk surpluses, and thereby stabilize farm and consumer milk prices.
