Samuel Morris, D-Chcster, chairman of the House Agriculture and Rural Affairs Committee. The award, given in Washing ton, D.C., recognizes Pennsylva nia as a national leader in the drive to protect farms from being deve loped into commercial or residen tial properties. Accepting the Public Policy and Program Award to the state was Gov. Robert P. Casey. In making these awards, AFT noted; “State Representative Samuel Morris and State Senator Noah Wenger took the lead in gathering bipartisan support for this program.” The Pennsylvania Farmers Assocation and AFT also gave strong and active support to the 1987 referendum campaign, which resulted in voters over whelmingly approving a $lOO million bond issue to finance the program. In doing so, the land cannot be used for any other uses other than agricultural.
