    PA Grange Advances Dairy Policy Proposals
HARRISBURG (Dauphin)
In the next several months, pio
posals will be formulated for the
new Farm Bill. The Pennsylvania
State Grange Committee is seek
ing the opinions of Pennsylvania
dairy farmers regarding a proposal
that the Grange can support for the
dairy section of the new farm bill.
1. The present program that is
designed to reduce government
participation in the dairy industry
and to allow milk to seek its own
value level.

3. A mandatory quote program
that would call for a limit on pro
duction to match market needs;
would require a penalty for pro
duction over quota; would require
a strong support price to keep farm
income up. The program would be
administered by ASCS.
4. A voluntary program that
would pay an incentive to any pro
ducer who reduces his production
from an established base. The
incentive would vary according to
the points of reduction up to 7%.
The money for the incentive
would come from the market or a
combination of the market and the
government.
5. Another proposal would
divide the nation into regions.
Phosphorus Aids Plant
ATLANTA, GA. When we
think of crop quality and how it is
affected by fertilization, nitrogen
and sulphur usually come to mind
first because of their influence on
protein content. However, higher
crop quality is also a benefit of
phosphorus use, a fact that is often
overlooked.
Improved crop quality from
phosphorus is an added bonus on
top of higher yields. Quality can
be measured in several
ways...such as maturity, winter
hardiness, sugar content, drought
resistance and reduced losses to
disease. Phosphorus can improve
crop quality through these
benefits.
• Phosphorus hastens maturity.
And that translates into reduced
drying expenses for com and grain
sorghum, for example, because of
lower grain moisture at harvest. It
also can mean the difference in
getting a crop out of the field
ahead of bad weather or harvest
ing the first crop in a doublecrop
ping system a week or so early,
giving the next crop a faster start.
• Phosphorus helps improve
winterhardiness. It is most effec
tive when phosphorus soil tests
are in the medium to high range.
Although direct fertilizer applica
tion can improve winterhardiness
on low phosphorus soils, it cannot
compensate completely for low
fertility.
• Phosphorus fertilization has
been shown to significantly
increase the sugar content of
sugarcane even when yields were

within the region. The support
price would be 75% of parity that
would increase over the next five
ley. One way phosphorus helps to
protect barley and other cereals is
by stimulating enough new root
growth to compensate for the
damage done by the diseases.
So, phosphorus is a quality
nutrient as well as a quantity nutri
ent; that is, its benefits go beyond
simply increasing yield. Now is
the time to look at phosphorus fer
tilization for next year’s cr0p...10

LANCASTER With spring

the Lancaster County Conserva
tion District’s annual tree seedling
sale. This year marks the 15th year
that the Conservation District has
been offering seedlings to all land
owners to improve their propci ty
and help the environment.
■ The Conservation District is
offering a variety of evergreen,
hardwood, ground cover, and
ornamental seedlings. Available
evergreen seedlings include Nor
way and Blue Spruce, Douglas
Fir, While and Scotch Pine, and
the Pennsylvania Slate Tree,
Hemlock. Evergreen seedlings are
available in packs of 10, 50, or
100 seedlings. Ground covers
included in this sale are Pachys
andra and English Ivy, and are
available in a pack of 10 individu
al plants or a flat of 100 plants.

Friday. Prepaid orders must be
returned by Friday, March 31.

Friday, April 21, 1989, at the
Kiwanis Lodge, Lancaster County
Central Park. For additional infor

around the comer and it will soon
be prime planting time!
