their success. Michael O’Pake,
state senator, read a proclamation

standing 4-H boy and girl and an
outstanding FFA boy and girl arc
recognized. Steven Rohrbach,
Virginvillc 4-H club and Sheila
Newhard, Lcesport 4-H club were
the 4-H’ers honored. Steven has
had major projects in dairy and
swine and Sheila excels in clo
thing, foods and public speaking.

Boyd Wolff, PA state ag secret
ary, brought greetings from the
department and said his summer
has been occupied with the state
budget and the drought. He said
the budget process has gone
unusually slow this summer.
“Governor Casey has certain prior
ities he wants to get resolved with
the budget process,” Wolff said. “I
want to say the Governor does sup
port funding for your fairs and it is
in the supplemental appropria
tions. I hope by the end of this
month the money for the fair fund
will be forthcoming.
Wolff said the 1988 summer
drought was the most severe
drought since 1930. In July, Gov
ernor Casey sent Wolff to
Washington to meet with USDA
officials to explain Pennsylvania
drought situation and to get the
Commonwealth recognized as a
drought disaster area. Drought
relief has since been legislated and
details of the program will be
handled by the local ASCS offices.
The drought situation is not over
especially in western Pennsylvania
where wells still go dry and rainfall
is eight inches below normal. But
with the grain carryover and the
estimates of this year’s crop, Wolff
said we should have enough feed
grains for domestic and export use.
As for consumers, Wolff said
the effect of the drought should
have little effect on inflation
because food is such a small part of
the price index. He appealed to the
food industry to have no exceds
sive price increases that are
blamed on the drought.
