Already, extension services across the nation have suffered sig nificant budgets cuts. Their monet ary problems are not over since the Gramm-Rudman Bill, aimed at reducing the national deficit, calls for large cuts to social agencies like the extension services. A National Priorities Policy Task Force, appointed by the Extension Committee on Policy and the Extension Services of the U.S. Department of Agriculture has set up a new agenda for exten sion services. They consider the following eight areas “essential to the social and economic well being of all citizens.” •Competitiveness and Profita bility of American Agriculture •Alternative Agricultural Opportunities •Water Quality •Conservation and Management of Natural Resources •Revitalizing Rural America •Improving Nutrition, Diet and Health •Family and Economic Well- Being •Building Human Capital. Although these areas offer future direction for long-range direction, many of the topics are vague to extension agents who will implement them. Detailed direc tions to carry out the new agenda arc expected to arrive by January. Thomas said, “Recently there seems to be a trend toward choos ing home economists to compli ment economists in neighboring counties. Then the economists travel back and forth between counties, each specializing in their field.” Thomas said, “Specialization is both good and bad. No longer do home economists need to be all things to all people.” Often exten sions are understaffed. It causes them to establish priorities and depend upon volunteers. In a recent visit to Virginia, Thomas toured their extension services that have been implementing the changes for the last five years. Surprisingly, she found that vol unteers were doing effective jobs. “Virginia seems to be able to soli cit high caliber volunteers who are specialists in the field. Thomas feels encouraged that change'has proven beneficial in Virginia and she is optimistic that it will prove so in Pennsylvania. Thomas said she gets a lot of satisfaction from educating people who want to be educated. Before, the extension services looked at the clientel and had a grassroots, system of meeting the needs. Thomas said, “Change is always with us. We are relunctant to change probably because we fear the unknown,” she added, “But I’m trying to maintain a positive attitude.
