SPECIAL QUARANTINE ORDER
WHEREAS, the Secretary of Agriculture for the State of
Maryland, on September 19, 1986 imposed a quarantine
order on Larry Steelman and his premises at 3529 Green
Spring Road, Havre de Grace, Maryland to prevent the
spread of contagious or infectious diseases including
HSN2 Avian Influenza and said order is still in effect,
WHEREAS, the Pennsyvlama Department of Agricul
ture has declared and hereby declares that HSN2 Avian
Influenza is a disease of a dangerous transmissible nature,
WHEREAS, the HSN2 Avian Influenza virus poses a
serious risk to the integrity of the Pennsylvania poultry
industry and the economy of this Commonwealth;
WHEREAS, the Pennsylvania Department of Agricul
ture has broad powers to prevent the spread of infectious
and communicable diseases and to protect the health and
well-being of this Commonwealth’s animals including
poultry;
NOW, THEREFORE. THE PENNSYLVANIA
DEPARTMENT OF AGRICULTURE, pursuant to the
authority granted by Section 1702 of “The Administrative
Code,” Act of June 7. 1923 (PL 498, No 274) (71 PS §
422), Section 6 of the Act of July 22, 1933 (P L 928, No
441), 71 P S § 1221, and the Act of April 17. 1929 (P L
533, No 236) as amended by the Act of May 10,1974 (P L
287, No 87), 3 P S § § 341 et seq promulgates the follow
ing quarantine order for the prevention, control and eradi
cation of contagious or infectious diseases including 115N2
Avian Influenza
1 All trucks, automobiles and other conveyances
including, but not limited to coops, cages and crates oper
ated or owned by Mr Larry Steelman, his agents or
employees shall be in a clean and sanitary condition prior
to entry into the Commonwealth of Pennsylvania For pur
poses of this Order, a clean and sanitary condition shall
mean that the truck, automobile or other conveyance has
been cleaned and disinfected immediately prior to its arri
val into the Commonwealth The operator of the convey '
ance shall maintain and have in his possession a record of
the dates of cleaning and disinfection and shall have
receipts for such service if performed commercially
2 Except as set forth in paragraph 3, Mr Larry Steel
man, his agents or employees may possess and transport
into the Commonwealth of Pennsylvania only live poultry
accompanied by a health certification statement verifying
that said poultry has been inspected by a licensed verterma
nan within forty-eight (48) hours and was found free of
signs of contagious or infectious disease including, but not
limited to HSN2 Avian Influenza
3. Mr. Larry Steelman may possess and transport into
the Commonwealth healthy live poultry directly to a
slaughter establishment approved by the Pennsylvania
Department of Agncullure without a health certification
statement provided that records of the origin of said birds
shall be carried with and accompany same and shall be
made available upon request to the Department.
4. This Order is effective immediately and shall remain
effective until further order of thi s Department or until such
lime as the quarantine order entered by the Maryland
Department of Agncullure dated September 19, 1986 is
rescinded
For purposes of this Order, poultry shall mean chickens,
ducks, geese, turkeys, pigeons, chukars, guineas, exotic
foul and game birds raised in captivity
