    WASHINGTON - The U.S.

Wheat, Barley, Oats Growers To Receive Deficiency Payments
Eligible wheat farmers will
receive about $2 billion, barley
producers about $55 million and
oat producers about $25 million in
additional deficiency payments for
this year’s crops, according to

The cash portion of the payments
is subject to a 4.3 percent reduction
in compliance with the sequester
order issued under the Balanced
Budget and Emergency Deficit
Control Act of 1985 (the Gramm-
Rudman-Hollings Act). Generic
commodity certificates are not
subject to the reduction.
About $1.4 billion in advance
deficiency payments has already
been paid to wheat producers, $l5O
million to barley producers and $l5
million to oat producers.
Deficiency payments are
required under the 1986 wheat,
barley and oat programs because

The deficiency payments for all July 1987 if the national average

determined by the difference
between the target price for each
commodity and either the national
weighted average market price for
each commodity from June
through October, or the national
announced loan rate for wheat and
the basic loan rates for barley and
oats, whichever is higher. Eligible
producers will be paid deficiency
payments at rates shown in the
table below.
