Tracy Miller Tracy Miller of R 1 I Dover has been named state horse award win ner. The daughter of Mr. and Mrs. James Miller, she is a recent graduate of Dover Area High School. She plans to major in animal science at college, emphasizing equine management. A 4-H member for 10 years, Miller has served her local club as president, vice president, secretary and news reporter. She was also president and historian of county council and has participated in 4-H Leadership Congress and Achievement Days.
