low interest loans, Lyng said it was
sad when fanners need to go into
more dept. But it’s better to have
an opportunity to carry on. “That
is a terrible curse for farmers
these days,” Lyng said, “because
the farm net income is not high
enough to make it possible to pay
off very much dept. I can recognize
why farmers wouldn’t want to go
into more dept. But the loss has
taken place and the farmer needs
the opportunity to continue far
ming.”

While at the media news con
ference on the York County farm, a
copy of a letter was distributed
that had been sent to Secretary
Lyng from Pennsylvania Governor
Richard Thornburgh. The letter
said:
Southcentral Pennsylvania has
experienced extremely dry
weather conditions this summer,
causing severe crop losses in the
area. Almost 300,000 areas of
cropland in York County alone
have been affected. The State
Emergency Board has estimated
crop losses ranging from 10% of
the barley to 95% of the soybeans.
Corn, a major crop grown in York
County, has suffered a 75% loss
due to the drought. The attached
Damage Assessment Report for
York County documents the
estimated losses.
As Governor of the Com
monwealth pf Pennsylvania, I
hereby request that you make a
formal Secretarial Emergency
Disaster Declaration for York
County, Pennsylvania, for
damages resulting from the
serious drought conditions from
April 1986 to July 21,1986.
Farmers Home Administration
and other applicable federal
assistance to our farmers will be
greatly appreciated.
After leaving the York County
farm, Secretary Lyng, Senator
Specter and party left for the
Scranton area to finish their day
tour of Pennsylvania.
