Policy snags hurt grain export
WASHINGTON - Testifying
before the congressional
agriculture subcommittee chaired
by U.S. Rep. Berkley Bedell, D
lowa, Administration officials
have indicated that foreign policy
considerations may be hampering
the program to encourage grain
sales .to other countries. The
present targeted program may be
one reason that the United States
lost wheat sales to the Soviet
Union.
“The Administration’s targeted
export enhancement program
actually may be discouraging
grain exports,” Bedell said. “The
Administration is offering lower
prices to some customers while
denying those benefits to our
larger customers. This is causing
our better customers to put off

not changed. Critics of the
program would like to see the
lower prices offered across-the
board to every grain-buying
nation. However, witnesses today
said the Administration would
oppose an across-the-board export
subsidy program.
“We will continue to work to see
that the export program is made ,
more effective,” Bedell said.
