resources in northern Dauphin and
western Schuylkill counties.
Perhaps WCWA’s most significant
achievement is that of changing an
apathetic attitude that prevailed
regarding. the many problems
throughout the watershed. Tours,
press conferences, letter writing,
speaking at legislative hearings,
contact with legislators, and grass
roots support have been used in
dealing with soil erosion, acid mine
drainage, abandoned mines, raw
sewage, and loss of wildlife
habitat. Notable achievements
include the initiation of the
Sheridan Banks erosion control
project by DER, encouragement to
OSM to investigate an illegal acid
mine drainage discharge, and a
VIP tour of the watershed in April,
1983. Through its unyielding
pressure, the WCWA has forced
action where others have tried and
failed.

pushed for the revision of the
County’s Solid Waste Management
Plan to include alternatives to
landfills; lobbied for the Bottle
Bill, reauthorization of Superfund,
and continued funding for the Soil
Conservation Service. Ms. Cowan
speaks out, writes letters, and
makes her concerns heard.
Presently, she serves as second
vice-president of the PA State
Association of County Com
missioners.

FORESTRY AWARD-ROBERT
C. LOTT (Adams County). Mr.
Robert Lott was a good friend to
forestry efforts in the northeastern
U.S. His property is an excellent
example of a well managed forest
in an agricultural area and a
demonstration of what can be done
with the forest resource when one
person “cares to do it better.” Mr.
Lott became a National Tree
farmer in 1978. He became a
member of the Glatfelter Tree
Farm Family in 1975 and thereby
placed his forest land under
management by professional
foresters. His 181 acres of forest
land are under an active
management plan, which con
siders wildlife enhancement and a

assistant to the commissioner of
the Consumer Product Safety
Commission and as press
secretary to Senator Bob Dole (R-
Kansas). She is a graduate of the
University of Kansas.
In addition to her professional
activites. Bryan is active in
volunteer and civic affairs. She
does volunteer work with senior
citizens and is a member of the
boards of the Multiple Sclerosis
Society of Delaware and the
National Women's Economic
Alliance.
