Hess named PACDD Conservation Farmer LANCASTER John Hess, a Director of the Adams County Conservation District since 1977, has been named Conservatipn Farmer of the Year by the Penn sylvania Association of Con servation District Directors. Hess took a poorly drained, heavily eroded farm and turned it into an extremely productive one, using a variety of conservation practices.
