The answer is far from easy. There may be no real safe way to send your return and be guaranteed that it will either reach the destination or be properly processed once it does reach the destination. Some sort of certifying or requiring a return upon receipt will assure you that someone will send back a signed card if it is received or acknowledged to have been received. However that card does not guarantee you that the IRS will agree they received your return, just that they received an envelope from you. Also what happens when you never get the card back? On the other hand, that date mail receipt certainly gives you something to use if and when you need it. As some of my old friends in Potter County used to say “it’s better than snowballs.” Suggestion: send all mail con taining payments, whether tax estimates or final payments or other payments, via some type of mail whereby you do have a dated receipt of mailing. Yes this all gets expensive, but you then have a fragile hold on both the mail system and the acknowledgement system at IRS. Keep a record of the cost because it is a tax deductible cost of doing business. Refunds If you were entitled to a refund from 1984 taxes and have not yet received it, you will have to take some sort of action because you will probably not receive it unless you do. The IRS claims that they have you return “someplace” in their system. If this is true it is lost and may not be found until long after the statute of limitations is expired. Here is the procedure to follow if you have not yet received your refund; (1) make a duplicate of all 1984 tax forms; (2) sign the 1040 the same way you did for the original return; (3) write MILLER EQUIPMENT CO. If you do not hear from them after that, try again in 12 weeks or so. Always keep this in mind, the rumors that your return got flushed down the commode is probably not so, it is just in the pipeline somewhere. One bright note: if and when you finally do get your refund, the IRS will pay you interest from April 15 at July 1 at the annual rate of 13% and from July 1 to the time they send you the refund at the annual rate of 11%.
