WASHINGTON - Foreign in
vestors who acquire or transfer
any interest (other than a security
interest) in agricultural land must
report the transaction within 90
days to the local Agricultural
Stabilization and Conservation
Service Office. This is a
requirement of the Agricultural
Foreign Investment Disclosure
Act and those who fail to report, or
who are late in reporting face
possible fines.
ASCS offices are responsible for
keeping track of how much
agricultural land is owned or
controlled by foreign individuals or
interests. Foreign investors have
reported owning 14 million acres of
agricultural land in the United
States.
A foreign disclosure report must
be filed when a single foreign in-
to report ag land buys
dividual, organization, or
government holds a direct or in
direct interest of 10 percent or
more; when individuals,
organizations, or governments,
acting in concert, hold an
aggregate interest of 10 percent or
more; when a group of foreign
individuals, organizations, and

Harkcom earned his bachelor’s
degree in agronomy from Penn
State in 1981. Before graduation, he
worked as a university agronomy
lab assistant. He then became a
technical assistant of fertilizer
production at the Reading Bone
Fertilizer Co. in Reading, PA.
Since 1981, he has been a crop
technician for the Centre County
Crop Improvement Association in
Bellefonte, PA.
