According to Dr.
David Herrick, senior
staff veterinarian for
import-export activities
with USDA’s Animal
and Plant Health In
spection Service, an
importer must pay a
reservation fee to
reserve space at a
USDA animal import
center. Currently the
fees are $BO for each lot
of poultry, $l3O for each
horse and $240 for each
lot of other animals.
“The proposed calls
for the reservation fee
to be set at 2S percent of
the cost of providing
care, feed and handling
during a normal
quarantine period, but
no less than the current
flat fee,” Herrick said.
“The proposal also
provides for forfeiture
of the reservation fee if
the animals or birds
don’t arrive at the
import center within 24
hours after the
designated time of
arrival,” Herrick said.
“However, the fee
would not be forfeited if
the importer cancels the
reservation at least five
working days in ad
vance for horses or 15
days in advance for
other animals or birds.”
Herrick also said the
proposal would provide
for a $4O cancellation fee
to be deducted from the
reservation fee so that
the government can
recover administrative
costs incurred in
refunding the reser
vation.
“A reservation could
be cancelled without
forfeiture or deduction
of a cancellation fee if
services necessary for
importation are not
available such as the
closing of an airport due
to inclement weather.”
