Each year approximately 15
percent of the Christmas gifts that
shoppers order by mail arrive
after the holidays, according to the
Federal Trade Commission.
To protect yourself against
delayed deliveries, consumer
expert Mary Stephenson, a family
financial specialist with the
University of Maryland
Cooperative Extension Service,
recommends these tips:
—Deal with reliable firms. When
in doubt, check with the Better
Business Bureau or the Direct
Marketing Association (DMA). A

address on the order form.
Illegible handwriting accounts for
more than 20 percent of mail
delays. Also, pay by money order,
check, or credit card, so you have a
record. Never send cash.
If, despite these precautions
your gifts still arrive late, you do
have recourse under the law, says
Stephenson. Among the protec
tions now afforded to consumers
ordering merchandise from the
$4O-billion-a-year mail order in
dustry:
—The seller must ship your
order by the date advertised. If no

option of canceling the order. If
you decide to cancel, you are en
titled to a full refund.
—The seller must mail your
refund within seven business days
if you cancel because of a shipping
delay. On a credit sale the com- '
pany must adjust your account
within one billing cycle.
None of these delivery rules,
however, apply when you place an
order by telephone, warns
Stephenson-unless you pay by
mail. If the merchandise you want
is advertised only through a toll
free 800 number, call and ask for
the mailing address. If what you
want is available, send a check or
money order. You will avoid
forfeiting some important con
sumer rights.
