Trojan reports new waterers
CONRAD, la. - Trojan all
weather nipple waterers for out
door and indoor use are available
in a new stainless steel model,
according to Jerry Knief, senior
design engineer, Trojan
Specialized Livestock Equipment.
“The stainless steel Big-blue II
and stainless steel Big-blue IV
nipple waterers will not corrode.
Nitrates, manure, water and other
corrosive farmyard elements
cause galvanized units to rust out
over a period of time, usually less
than 10 years. Stainless steel is
virtually corrosion free. The Big
blue II has two nipples; the Big
blue IV, four nipples.
“Another big benefit is its new
adjustable nipple heights. As

usual, the standard nipple height is
set at 20” for larger hogs. Now
nipples can be adjusted down to
14” for weaned pigs. This gives the
hog producer flexibility in
watering both large and small
hogs,” says Knief.
“The type of casings, in
stallation, the heating system,
thermostats, and access panels
remain the same in this new
stainless steel model. It comes
complete with the Trojan #75
stainless steel nipples and can be
easily installed in most kinds of
operations.
“The Big Blue Stainless Steel
waterer is electrically heated and
thermostatically controlled for the
most economical and efficient way
to water hogs,” says Knief.
Study eyes job impact
NEWARK, Del. - Delaware
could.be getting more employment
out of federally supported
programs than some other states,
according to Daniel S. Kuennen,
extension community resource
development specialist for the
University of Delaware.
He says that a recent General
Accounting Office (GAO) study of
federal economic development
assistance programs shows that
these programs differ in their
effects on area employment,
depending on such industry and
regional characteristics as
proximity to markets, state and
local tax incentives, labor supply,
wage rates and available housing.
Based on this information,
Kuennen says state and local
development strategies should be
tailor-made for best results.
“For example, the study shows
that whether aid is provided in the
form of grants, direct loans or loan
guarantees, manufacturing has
the greatest effect on jobs,” he
says, “while public works grants
have more impact on employment
than other types of grants. They
also have a greater effect than
loans or loan guarantees.”
Kuennen says the GAO findings
should be of interest of local
policymakers, since the study
indicates that states respond to
economic stimulus in different
ways, depending on whether they
have low, medium or high em
ployment growth. (According to

in the low growth group.) When
analyzed according to these
categories, grants were shown to
work best in states with low em
ployment growth.
“It’s not easy to count jobs
associated with a project,” the
specialist cautions. “They can be
permanent or temporary, full-time
or part-time, actual or expected,
private or public. No uniform
standard exists.”
Usually two tests are used to
determine the impact on new jobs
created by a federal development
program. The substitution test
asks whether or not private
business firms, state or local
governments would have funded
the projects without federal
assistance. The second approach is
the relocation test. This asks
whether or not the project would
have located elsewhere without
federal aid.
Previous attempts to evaluate
economic development policy have
used a case study approach,
Kuennen says. The GAO study
created an econometric model
which gives planners a handle on
how development strategies affect
employment.
This particular model shows that
Delaware falls in the low em
ployment growth category, which
means the benefits from federally
supported programs should be
greater than in many other states.
In other words, it appears that
Delaware should be getting more
employment out of its grant dollar.
