Report” released only twelve days
ago on Oct. 12, projected Sept. 30,
1985, corn carryout stocks at 1,112
million bushels. “Within this same
period, carryin corn stocks for the
1984/85 season were reduced by 66
million bushels, from 788 miUion
bushels to 722 million bushels in the

October USDA ‘Grain Stocks In All
Positions Report’,” according to
Bailey. “Therefore, the October 24
‘Supply-Demand Estimates
Report’ reduced the projected 1985
carryout corn stocks by the 66
million bushel amount as reflected
in the ‘Grain Stocks’ report,” he
said.
Bailey emphasized the National
Corn Growers Association “...had
urged Secretary Block and other
senior officials in the Reagan
Administration to offer the ad
ditional incentive of at least a five
percent acreage diversion
payment even if the carryout
stocks projection for corn was
‘give-or-take 50 million bushels’ in
the October ‘Supply-Demand’
report. A margin of only ‘plus-or
minus’ 50 million bushels is too
small a margin of error in USDA
projections to base decisions on the
supply management programs and
provisions.”
Bailey also stated that the
“...concern of the National Corn
Growers Association about the
lack of a paid acreage diversion
provision in the 1985 corn program
is based on the outcome of the
1982/83 program. During that
season, only a ten percent
voluntary set-aside program was
offered to com farmers, not
withstanding the urging of the
National Corn Growers
Association to also offer a paid
acreage diversion provision in
1982. In 1982/83, com farmers
harvested a record 8.2 billion
bushel crop. The likelihood of a
repeat of this com production
performance in 1985/86 is very
high, and could well begin the
build-up of corn stocks that will
severely depress com prices
further in 1985.”
